Catch and revenue per trip of a district and month, by census boats

Averages the fishing units of raise_catch_fao() by their boats in the census, so a kind of boat surveyed more often than its share of the fleet does not pull the district's mean. Fishers on foot are left out. generate_fleet_analysis() raises the GPS tracker method with it.
